Vehicle emissions have become the main source of air pollution in urban areas.The most effective ways to control vehicle emissions are through improvements to a vehicle's pollution control system and raising the quality of the fuel burned. The former is being pushed by increasingly stringent emissions requirement, but emissions control equipment is most effective only if the vehicle is burning high quality fuel. Boosting fuel quality is an indispensable step in improving car and motorcycle emissions.The EPA addressed this long ago by setting an improvement schedule for sulfur content in diesel fuel and lead content in gasoline. According to the original plan, diesel sulfur content would be reduced to 0.05% in July, 1999, and in the year 2000, only lead-free gasoline would be supplied. Recently however, government agencies have come under greater pressure to accelerate fuel improvement plans.After numerous negotiations between the EPA and the Chinese Petroleum Corp. (CPC), a breakthrough was finally achieved on raising petroleum product quality. The two sides reached the following agreement on the schedule for future improvements in the quality of petroleum-based fuels:1. Diesel sulfur content will be lowered to 0.15% this July, from its current level of 0.3%.2. The original July, 1999 target for reducing diesel sulfur to 0.05% will be moved up one year to July, 1998.3. The amount of lead in leaded gasoline will be reduced this July from 0.08g/l to 0.026g/l.4. In the year 2000, leaded gasoline will no longer be supplied.After reaching a consensus with CPC, the EPA announced on June 2 that beginning in July, 1998, unless companies obtain special authorization, they would no longer be permitted to sell diesel fuel with sulfur content in excess of 0.15%. By July, 1999, this restriction will be tightened to 0.05%. The EPA's Bureau of Air Quality Protection and Noise Control says that current annual vehicular diesel consumption is 3.7 million kiloliters. The early reduction of diesel sulfur content will reduce particulate emissions by an estimated 5000 tons, and sulfates by an estimated 12,000 tons.Data from past EPA monitoring of air quality shows that lead concentrations in the air fell from 0.47mg/m3 in 1989 to 0.11mg/m3 in 1996, for an improvement of 77%. Traffic monitoring stations measured a drop in sulfur dioxide concentrations as well, from 17.8ppb in 1994 to 12.5ppb in 1996, for an improvement of 30%. During the same time period, particulate pollution density fell 48%, from 120mg/m3 to 61.5mg/m3. According to Ministry of Transportation and Communications statistics Taiwan had 14.27 million vehicles at the end of 1996, and the density of vehicles in Taipei, Taichung, and Kaohsiung topped 5000 per square kilometer.
