With the implementation of a two-day weekend every other week, the general public now enjoys more leisure time than ever and Taiwan’s coastal areas, boasting a rich array of resources, are the top recreational destination. To raise environmental quality in these areas, coastal area cleanup and conservation efforts cannot be slackened.
To return coastal areas to their once pristine state, the EPA in September 1997 launched the three-year Coastal Environment Cleanup and Conservation Plan. The Plan aims to establish the routine preservation of coastal areas. 1,100 kilometers of priority coastline will be cleaned six times per year and maintained 12 times per year.
The Plan urges competent authorities in coastal areas to strengthen conservation and cleanup efforts. It also encourages the general public to join in these efforts citing the “adopt-a-beach” approach as an example of how coastal cleanup in advanced countries is usually initiated by local citizens, schools and volunteer groups. The EPA also launched several coastal cleanup activities starting with the mobilization of environmental authority personnel at all levels in the hope of cultivating a spirit of volunteerism among the general public to care for coastal areas.
To this end, substantial progress has been made over the past year. From September of last year to the end of June, 779 cleanup activities were conducted on coastal sites covering 673 kilometers of coastal recreation areas frequented often by the general public. These sites were given a cleanup that included the removal of 4,072 metric tons of refuse (5,946 kilograms per kilometer) through 73,613 participant work shifts. As a result, all of the major coastal areas are gradually reclaiming their former beauty.
Coastal cleanup activities last year were unique in several respects. Most local leaders and public interest representatives highly valued and personally participated in the activities. Public interest groups and individual volunteers also participated, some of which were organized by teachers as an extracurricular activity. Coastal cleanup activities were integrated with local ecological education (including parent-child activities) and with refuse sorting and resource recycling education and dissemination. More than just an exercise in waste removal, these efforts incorporated environmental protection and education into cleanup and conservation efforts to ensure that the general public enjoys clean coastal areas during their new found leisure time.
To build on this progress, the EPA has allotted NT$100 million in funds to clean 1,000 kilometers of coastline nationwide (includes 18 cleanup and conservation rounds) in FY 1999. In addition, nationwide coastal cleanup efforts will be initiated in the spring and fall, and more volunteer groups will be recruited to participate in the Adopt-a-Beach Volunteer Program. The funds will also cover the installation of trash receptacles, recycling bins and signs, promote routine collection and recycling of resources and refuse, and strengthen measures that enforce proper waste disposal.
Another important part of the Plan is the Adopt-a-Beach Volunteer Program. To get this program rolling, the EPA printed a manual and sign-up forms and sent them to public and private enterprises and groups interested in environmental protection. These have also been promoted through local environmental authorities. A total of 10,472 people in 63 groups/agencies including national assistance groups and Taiwan Power Company have already signed up for the program.
