After coming to an understanding of the issues involved, Administrator Lin expressed that, "We will invest significant numbers of personnel from the Environmental Protection Police and the EPA Inspection Team, as well as asking local environmental groups to help oversee the situation. With resolute confidence we declare war on those underground operators polluting the Er-Ren River." Lin also went a step further. Once caught, illegal operators will be punished under both the Waste Disposal Act and the Soil and Groundwater Pollution Remediation Act, and criminal prosecution will be turned over to the proper investigative authority.
