The Inspection Team was designed to supplement deficiencies in environmental inspection manpower, carry out EPA enforcement actions, investigate major pollution incidents, and handle cross-district pollution cases. Although the Inspection Team always posted good results, they have been limited because of their mission-based status under the current form of organization. A number of incidents over the last few years have shown that response time is the critical factor in limiting the effects of pollution.
