To prevent pollution resulting from waste treatment at sea, the EPA will collect a marine disposal fee from all those using the ocean as a final disposal site. In the future, all public and private sites using marine vessels, aircraft, marine facilities, or other methods to dispose of or incinerate waste at sea, will have to apply for permits from the EPA. Moreover, they will only be permitted to perform disposal or incineration in areas designated by the EPA.
