To encourage sites operating stationary pollution sources to better understand their emissions situation, and so that environmental protection units may exercise control based on reported information, the EPA has drawn up a draft version of the Management Guidelines for the Frequency and Reporting of Self-Testing or Commissioned Testing of Stationary Pollution Sources. A public hearing for affected companies was also recently held.As stipulated by the Air Pollution Control Act, the EPA has already made six rounds of announcements of industries required to apply for air pollution permits. The current draft Guidelines containing the mandatory testing provision stipulate that the industries included in the first five rounds of air pollution permit announcements are to undergo periodic testing.The EPA is setting tests according to the emissions characteristics of each industry for suspended particulates, sulfur oxides, nitrous oxides, and fluorine.Factories that have already installed continuous automatic monitoring devices are not subject to periodic tests as per the Guidelines, but factories that have installed opacity monitoring devices for particulate pollutants must still undergo particulate pollution testing each half year.To allow local environmental protection bureaus to keep tabs on scheduled factory testing, the draft Guidelines stipulate that companies must submit a testing plan to the local bureau at least five days before the periodic testing is to take place. The company should then submit a testing report within fifteen days after testing is completed.As for frequency of testing, the EPA has decided that boilers, which have much larger scale emissions, will be assigned testing frequency levels according to emissions . Other manufacturing processes will be classified into one of two levels of testing frequency – either once every half year or once per three months. Some smaller pollution sources may only have to undergo testing once per half year. Since companies can reduce their testing frequency based on the results of two consecutive tests, the official predicts that if companies can effectively implement pollution control measures, companies will only have to test once per year in the future. Since each test incurs costs of between NT$30-40,000, testing should not present too much of a burden.The consulting organization commissioned by the EPA estimates that the periodic testing rules will increase the number of testing opportunities by about one thousand. Article 12 of the Air Pollution Control Act not only authorizes the EPA to require stationary pollution sources to install automatic monitoring devices, but also sates that "when deemed necessary," the competent authority may order stationary pollution sources to carry out tests, either on their own or by commissioning a testing organization.
