New construction projects in response to the disaster (such as construction projects in a new location or new construction in original locations), are exempt from EIA requirements, but should turn in a report for reference to the competent authority. However, this does not apply to projects located in national parks, wildlife conservation areas or important wildlife habitats, and within a 100 meter radius of the earthquake faults, which must propose response measures to the competent authority.
