discussed the comprehensive air pollution fee payment system on the aspect of
emission level, modified emission coefficient, better examination personal training,
emission report hierarchy, mass balance calculation and application, summation of
individual substance and brought up the promotion blueprint of the air pollution fee
payment system. All of these above can be taken as a fundamental for future policy
making.(2) On the “Current Fee Charge Analysis＂, finished the collection of SOx,
NOx, and VOCs fee documentation of the entire country and made the statistic report
for the overall fee payment result in the sectors of industry, county/ city and business.
(3) On “the Establishment of Localized Emission Coefficient＂, finalized the VOCs
emission level examination method of flare system and waste water treatment plant
and the flare system efficiency are determined between 95.6% and 97.0%. Also set the
NMHC emission coefficient of local polyester resin producing process to 0.231 kg/ton;
additionally, this project also tested seven oils including gasoline, jet oil, fuel oil…, 13
refinery/petrochemical products from CPC Corporation and the local authorities will
base on the result to enforce the law. (4) On＂ the Work of Self Emission Coefficient
Examination＂, finished 89 cases＇ validation and assisted the validation
responsibility transfer to local authorities, as well as finished the relevant job duties
including compile executive examination example, check list, F＆Q and schedule. Also
assisted local authorities track the working status. (5) On “Technics Transfer
Work ＂, finished the SOP and guide of air pollution fee payment system, hold 25
Technics Transfer Work forums, 3 technics transfer work educational classes, and two
county/city second stage executions of VOCs examination meetings. Meeting and
classes helped the air-pollution fee payment system run successfully.(6) On＂On-line
Examination Uploading System＂, finished the SOx and NOx on-line validation process
system, updated the allocation logic and expended relevant function. And also
combined two major systems, VOCs second stage and SOx and NOx fee to complete
the on-line air-pollution fee payment system help the local authorities updating the
information easily. On the behalf of companies＇ needs, also finished the off-line
