In order to better understand the current status and future development of activities related to this legislation on October 13, the Domestic Affairs Committee invited EPA Administrator Hsung-Hsiung Tsai to submit a report on the status of efforts to promote recycling.In his report, Tsai said that in the future, recycling and garbage reduction measures will recover at least 25% of the recyclable resources in garbage, resulting in a reduction of 10% or more in total annual garbage . From 2002, Taiwan can expect garbage to reach the goal of zero growth.As for promotion of the new recycling system, the six fund management committees established so far will each register non-profit corporations through which to get the recycling system up and running. Collection and treatment funds remaining from the previous recycling organizations will, according to law, be transferred to the Recycling Management Fund before March 28 next year. The EPA has already engaged lawyers and accountants to work out procedures for the transfer.As for inspection and verification, Administrator Tsai said that the EPA has already completed a draft announcement of the inspection and verification manual. Except for waste cars and motorcycles, the EPA has completed price negotiations with accredited groups, and on October 15 inspection and verification work will be able to commence according to the new law. Since the new system adopts an open framework, all recycling organizations meeting the requirements of the Regulations Governing the Recycling, Collection, and Processing of General (or Specially Designated) Waste and Waste Containers and the Regulations for Managing Environmental Protection Enterprises will be allowed to register as inspection and verification sites.As for installation of collection equipment and facilities at collection points, the EPA will require that waste PET bottle collection points be retained. These points will collect general containers, such as PET and PVC bottles, bearing a recycling logo and indicating return compensation amount. They points will also collect non-deposit waste containers. In addition to these collection points, the EPA will soon formally announce non-compensation collection points. These points will be required to install collection facilities and/or equipment. Sites such as chain stores, supermarkets, bulk outlets, school service offices, and buying cooperatives within government agencies will be classified in this category.Since recycling depends on broad public cooperation, educational and promotional activities are of great importance. The EPA has indicated that it will require recycling trucks in all cities and counties to be clearly marked with the recycling logo so that they may be easily recognized. The EPA has also produced four promotional videos, for schools, neighborhoods, sanitation crews, and recyclers, which will be sent to all respective organizations. The EPA also plans to cooperate with the media to get word out.Recycling of waste household appliances and computers has been deliberated for a long time. The Waste Electrical Appliance Disposal Foundation, organized by appliance distributors, has set up over 500 collection points and 13 storage facilities, and has planned processing centers in northern, central, and southern Taiwan. The Taiwan Electrical and Electronic Manufacturers Association plans to set up an experimental factory within the next two years to reclaim resources from discarded electronics. Computer companies have set up the ROC Computer Resource Recycling Alliance, which is studying rates and mapping out a recycling system. Administrator Tsai says that by the end of the year, the scope of recycling for computer and appliance companies and products will be announced.
