To boost the rate by which environmental protection expenditures contribute to formation of national capital, and thereby achieve the targeted ratios of environmental expenditures to GNP, the EPA has mapped out the following strategies: 1.Accelerate construction of urban sewage systems, both through pushing sewage construction projects and collecting water pollution prevention fees in accordance with the Water Pollution Control Act. 2.Strengthen industrial waste processing. This includes establishing an industrial waste removal and final processing system, establishing an industrial waste control center, and improving the conversion of wastes into reusable resources. 3.Stay abreast of international trends by developing environmental incentive mechanisms to encourage companies to make self-improvements. 4.Place a dual emphasis on auditing and guidance to encourage the private sector to improve its pollution situation and increase environmental expenditures. 5.Encourage and guide enterprises in obtaining ISO 14000 certification, and in developing the environmental protection industry. 6.Meet international environmental trends by devoting greater research effort to CO2 and methane emissions controls and other response measures 7.Accelerate the establishment of an environmental expenditure numerical information system.Upon examining the proportion of GNP occupied by environmental protection expenditures in OECD countries, the EPA found that their figures were concentrated in the 1.3% to 1.7% range.
