In addition, during the November 8 public hearing, enterprises in attendance suggested that p-Dichlorobenzene, 1,1,1-Trichloroethane, C.I. Direct Brown 95 and C.I. Solvent Yellow 34 should also be removed. They pointed out that p-Dichlorobenzene used in household pesticides is not listed by regulations regarding environmental agents. If p-Dichlorobenzene were listed as a toxic it would create a conflict between the two different regulations. Furthermore, as 1,1,1-Trichloroethane is one of the chemicals substances banned in the United Nations Chemical Weapons Ban Treaty, enterprises suggested that it be left to the treaty for management and not included on the EPA’s list of toxics. Because the Chinese rendering of the names for C.I. Direct Brown 95 and C.I. Solvent Yellow 34 are not clear, there would inevitably be difficulty in their identification if listed.
In response to enterprise concerns, the EPA indicated that in principle the four substances mentioned would be moved to the next round of listings for further discussion. As a result this listing of toxic chemical substances will only include 37 items.
