Since the government began promoting electric scooters in 1998, major manufacturers such as Sanyang, Yamaha, and Kymco, each developed their own lines of electric scooter products. To date the EPA has invested a total of NT$700 million on the promotion of electric scooters. Although industry players have been busy, results have been lackluster, missing the EPA's subsidy goal of accounting for 2% of all new scooter sales. EPA Deputy Administrator James J. Lee emphasized that if electric scooter sales are low, from the perspective of curbing air pollution, the EPA’s high subsidy is receiving low returns.
Administrator Lin stated that beyond technical feasibility, the EPA must address issues of practicality, policy implementation, and public satisfaction before making a final decision, and not just one isolated benefit.
