As authorized by this legislation the EPA drafted "Procedures for Government Policy Environmental Impact Assessments," which was approved by the Executive Yuan on August 11.The Procedures approved by the Executive Yuan cover all government policies which are directly related to development activities as stipulated in Article 5 of the Environmental Impact Assessment Law, along with other policies requiring Executive Yuan approval. The ten policy areas covered include industrial policy, mineral development, water resource development, land use, energy, livestock, transportation, waste disposal, radioactive nuclear waste disposal, and miscellaneous policies. Details of which policy items must undergo EIA's will be drawn up by the EPA in consultation with affected governing authorities, and then sent to the Executive Yuan for approval.The Procedures stipulate that organizations responsible for formulating government policy must undertake environmental impact assessment and present the results in an impact explanation document. This document should not only assess the possible environmental consequences of the policy in question, but also propose means of reducing or eliminating such consequences. It should seek out the views of the central governing authority, as well as those of relevant organizations and groups. The impact explanation document is to be presented to the Executive Yuan along with the policy to be ratified.EPA Administrator Hsung-Hsiung Tsai says that although the rules for policy EIAs differ from those governing ordinary development activities, evaluation of policy EIAs is still tentatively assigned to the EPA's EIA Review Committee. The views of the Committee will be solicited in working out the regulatory details of the policy EIA process in order to make the overall assessment process workable and rational.The EPA says that in the future, the policy EIA mechanism will force government bodies to incorporate detailed considerations of environmental consequences into the early stages of policy formulation. Environmental Impact Assessment Article 26 of the Environmental Impact Assessment Act stipulates that government policies with environmental ramifications shall be subject to environmental impact assessments to be carried out as designated by the central governing authority. As authorized by this legislation the EPA drafted "Procedures for Government Policy Environmental Impact Assessments," which was approved by the Executive Yuan on August 11.The Procedures approved by the Executive Yuan cover all government policies which are directly related to development activities as stipulated in Article 5 of the Environmental Impact Assessment Law, along with other policies requiring Executive Yuan approval.
