If the government wants to implement controls over total emissions, it cannot frequently change target values. The government must maintain target values over at least a five year period. The EPA is therefore being very cautious in carrying out total emissions control, and is closely observing the United States' system of tradable permits.The EPA has decided to target the Kaohsiung-Pingtung area first due to its frequent high levels of air pollution. Over the past two years, the PSI index exceeded 100 on 17.5% of days in the Kaohsiung-Pingtung area, far higher than the national control target of 6%.The EPA's plan calls for the formation in midAugust of an office to specifically coordinate the Kaohsiung-Pingtung Air Quality Improvement Plan. This office will coordinate the efforts of local environmental protection bodies throughout the various government jurisdictions of the Kaohsiung-Pingtung Air Quality Area. The plan will focus on improving the air quality of the entire area.Although the carrying capacity of the air in the Kaohsiung-Pingtung area is unknown, total emissions must still be reduced to improve the area's air quality. Based on the best pollution control technology available, the EPA will carry out inspections of each industry. If problems are discovered, the EPA will enter into discussions on pollution reduction with each factory, and commission a technical consultant to guide these factories. Since the air pollution fee will be levied as a function of total emissions starting next year, reducing emissions will force companies to increase investment in pollution control. These increases in expenditures should be somewhat offset by reductions in air pollution fees, however.In order to launch this policy, the EPA is actively cooperating with local environmental protection bodies to implement activities related to the Kaohsiung-Pingtung Air Quality Improvement and Pollution Reduction Action Plan. The EPA says that the pollutants targeted for total quantity reduction include particulates and ozone (whose precursors are nitrogen oxides and VOCs). According to the plan's selection rules, emissions reduction will be applied separately to stationary pollution sources, mobile pollution sources, construction sites, and fugitive pollution sources. In the Linyuan, Tashe, Jenwu, and Linhai industrial parks, companies will be able to "save up" their pollution reductions. This means that they will be able to use the amount of pollution "saved" to offset other emissions.Since this is Taiwan's first plan to implement total quantity control of air pollution, it will greatly impact future total emissions control policy.
