Tsai said that there was in-depth discussion of developments and results surrounding four main issues: sustainable cities, cleaner production, sustainability of the marine environment, and the impacts resulting from expanding population and economic growth. Since APEC is currently Taiwan's most important organizational link to international environmental affairs, Taiwan's environment-related agencies all made comprehensive preparations prior to the meeting.Administrator Tsai spoke on Taiwan's sustainable development position and policies regarding the topics of the meeting. He said that Taiwan is vigorously developing clean technologies and looks forward to sharing its experience and technology with APEC members. As for sustainable urban management, Taiwan will host a seminar on "Economic Instruments for Sustainable Cities" in November. The EPA anticipates enthusiastic participation by the invited countries. Next year, Taiwan will become the "lead shepherd" of the APEC Marine Resource Conservation Working Group. This will give Taiwan a crucial role in coordinating international work on marine environmental issues.In the meeting of environmental ministers, the South Korean representative lodged a protest against Taipower's plan to export nuclear waste to North Korea. In this matter, Tsai spoke for Taiwan's government. He reiterated that Taiwan will maintain a position of fairness. Taiwan will not agree to the export until the plan is found to fully adhere to domestic and international regulations, and until its safety is completely certain.After three days of discussions, the environmental ministers of the 18 APEC members issued a joint declaration stating that they will encourage the development of industrial environmental performance indicators, encourage the public and private sectors to join in sustainable urban development, and implement integrated coastal zone management to reduce marine pollution.Following the APEC meetings, Administrator Tsai achieved milestones in environmental cooperation with both Canada and the United States. The EPA and Environment Canada made plans for six cooperative projects in fiscal year 1997/8. International Affairs In early June a delegation from Taiwan, headed by EPA Administrator Hsung-Hsiung Tsai, attended this year's APEC Environmental Ministerial Meeting on Sustainable Development in Toronto, Canada. Tsai said that there was in-depth discussion of developments and results surrounding four main issues: sustainable cities, cleaner production, sustainability of the marine environment, and the impacts resulting from expanding population and economic growth.
