However, because the green procurement clause in the Government Procurement Act is not compulsory, even with complementary laws and a legal basis in place, most government agencies continue to operate under the traditional procurement model to avoid additional hassles or disputes. According to the framework proposed by the EPA, the initial goals of the program will be tailored to fit with the current trend of applications for Green Mark use. Thus, the products prescribed for procurement will initially be fixed on office supplies and equipment. The EPA hopes that all government departments will set aside over 30% of their annual budget for the purchase of items in this category to eco-products in the year 2000, and 50% in the year 2001.
