Furthermore, the revised act adds a "citizen litigation article" specifying that if government organizations fail to take prompt punitive action when a plant violates water pollution regulations, injured members of the public or public interest groups may request the matter to be handled in accordance with law within 60 days; if such a request is not acted upon, the appellants may sue in a court of law.
