Existing facilities must reduce parts per million (ppm) of SOx emissions from the current level of 200 to 100 by July, 2000. NOx emission requirements will be phased in over two stages for existing generating units. Those units installed prior to April 11, 1992 must first reduce NOx from the current level of 500 ppm to 250 ppm. From July, 2003, however, these units will be required to comply with a 100 ppm NOx emission standard. Units installed after April 12, 1992 must reduce NOx emissions from current levels of 250 ppm directly to 100 ppm. New power generation facilities will be required to meet even stricter standards – 50 ppm – for both NOx and SOx emissions before they can obtain permission to operate. New Taichung Emissions Standards for Power Generation Facilities Pollutant Current Standard New Standard SOx 200ppm 100ppm (by July, 2000) NOx Facilities installed before April 11, 1992 500ppm Stage 1: 250ppm Stage 2: 100ppm (by July 2003) Facilities installed after April 11, 1992 250ppm 100ppm SOx and NOx New facilities -- 50ppm As for steel industry emission standards, Taichung county lowered SOx emission standards from the current level of 300 ppm to 250 ppm. This regulatory adjustment was made in consideration of recent decreases in sulfur content in petroleum products from 1% to 0.5%. NOx limits will follow those set for small-scale pollution sources in the power generation industry. Through requesting steel product manufacturing facilities to appropriately modify heating systems and strengthen the management of burners, the county government will expect compliance at the 200 ppm level for NOx. Moreover, emission standards for duct collecting equipment will be lowered from 50 mg/Nm3 to 30 mg/Nm3. In addition, standards for visually evaluating fugitive emissions from iron smelting and steel-making processes will not be lowered, but the allowed fugitive emission time will be shortened. It is hoped that through proper environmental management practices, the length of emission time periods can be reduced. In previous discussions with the EPA, the Taiwan Power Co. suggested removal of a portion of the Taichung government’s draft standards that would require seasonal inspection for particulate matter dispersion and hazardous air pollutants for over half of same-type generation units at all coal fired power plants. However, this suggestion was not accepted by the Taichung county government, and as a result power generation facilities will be required to seasonally inspect for emitted pollutants such as mercury, chromium, cadmium, lead, and nickel. The Taichung County EPB further indicated that it will be endeavoring to bring on-line continuous emissions monitoring (CEM) of air pollutants. The first round of inspections will target the Taichung Thermal Power Plant and four other major pollution sources. A total of 12 smoke stacks will be monitored. Once installed, the CEM system will be able to collect data on industrial emissions once every six minutes.
