At the end of 1996, the EPA acted in accordance with the Waste Disposal Act and formally announced a list of 21 articles that must be recycled. However, because the old system relied on collection organizations formed by companies themselves, it prevented coordination between the various collection and recycling organizations. This, in turn, led to several problems: regular recycling rates were difficult to sustain, recycling rates were difficult to investigate, unfair competition existed, and the collection markets remained closed to wider participation. To remedy the situation, large improvements were made to Taiwan’s recycling system through amendments to the Waste Disposal Act announced on March 28 of this year.In accordance with the newly amended Waste Disposal Act, the EPA has completed a comprehensive plan of the recycling system and has announced related statutes and amendments. In addition, the EPA has developed the Four-in-One Plan for Compensatory Resource Recycling. With this new plan, the EPA hopes to unite the public, local governments, recyclers, and recycling funds in mutually implementing recycling activities. With wider participation and more convenient channels for recycling, we can raise the effectiveness of recycling and thereby further the sustainable use of resources.The EPA is currently pushing the following key actions forward:1.Establish system operation models: this includes setting up the Recycling Fund Management Committee and the Recycling Fee Evaluation Committee; establishing the Selection Committee for Auditing and Certification Organizations to select third-party certifiers; setting the operation norms for related organizations; and establishing an open recycling system.2.Strengthen recycling point installation activities: in addition to the existing operations of waste PET container recycling points, the EPA will soon specify vendors which must comply with recycling equipment installation requirements, thereby creating non-deposit return collection points.3.Require use of recycling logo: on June 21, the EPA announced recycling logo requirements; companies that do not display the logo on relevant articles by January 6, 1998 will be fined.4.Enhance recycling activities organized by schools, communities, and local governments: through promotional activities and direct assistance, the EPA will seek to increase recycling activities of schools, philanthropic organizations, and communities; and work with local governments to increase collection and review relevant regulations.Through system improvements, regulatory amendments, resource consolidation, and widespread public participation, future recycling activities in Taiwan can take place within an open, fully participatory framework. Waste Management In 1996 the Taiwan area produced over 8.7 million metric tons of garbage, or 23,748 tons per day on average. This means that the land area burden per square kilometer is as high as 240 tons of garbage, and that twenty-eight 900 ton per day incinerators would be required to successfully treat this amount.
